The Advanced course on International Humanitarian Law (IHL) is aimed at providing a practical and contemporaneous consideration, at an advanced level, of IHL issues with a particular focus on those impacting on interoperability in multinational operations.
The course is broken into three phases. First, a review of the current Jus ad Bellum challenges facing those practising in this area. This is followed by a consideration of developments in the Jus in Bello as they apply to the contemporary operating environment. Finally the course focuses on post Bellum aspects and the increasingly complex and sophisticated legal framework applicable to operations conducted in that context.
By spanning the continuum of conflict from instigation, conduct of hostilities to stability operations the course aims to challenge participants to come to conclusions with respect to the practical application of IHL in the contemporary operating environment. Sessions during the course will be themed with inter-related areas being addressed concurrently to emphasise the complexity and often problematic nature of competing legal requirements and the need to achieve practical, pragmatic outcomes.
Teaching staff and facilitators will be drawn from experienced senior military legal officer’s, academics practicing in the field as well as experts from international organisations. Topics will be covered using a seminar based approach complemented with practical exercises designed to test the participant’s ability to find outcome oriented solutions through the application of the relevant IHL provisions. Maximum participation is encouraged on the assumption that the sharing of differing national and cultural experiences and approaches will aide in a better understanding of the multinational challenge.
This two-week long Course is designed for experienced military and civilian legal advisers and military officers and government officials with a need for an in depth knowledge of IHL. Academics and students with an interest in developing a deeper understanding of the subject area are also welcome to attend.
Given the relatively short length of the course it is assumed that participants will already have a sound knowledge of IHL principles and rules and be able to apply these in a practical context.
The course is conducted, once a year, over a two week period in English and French.
Course fee: € 2000
The Course fee covers all tuition, teaching materials, lunch and refreshments on all working days, two course receptions, a diploma, course photograph and Institute plaque. Transfers to/from Nice airport on the basis of a shared shuttle service are also included in the course fee. Whilst at the Institute, participants have access to free internet and wifi facilities.
