This five day course examines current issues concerning detention in three of its phases from a range of perspectives. The Course will start by reviewing the current and emerging law relating to the legal basis and authorities to detain in armed conflict. Areas of both legal and practical concern will be examined before reviewing the direction of travel including the Copenhagen Process.

The delivery of effect is fundamental to all military operations as it is the means to achieve the objectives. The course will consider the ways in which effects are delivered in accordance with the law through targeting, Rules of Engagement (ROE) and the use of cyber capability. In doing so it will examine the processes involved and the way the law impacts upon these. Sanremo is one of the few places where training in targeting and ROE is delivered in an unclassified forum.

This five day targeting course is an intensive training designed for experienced military/civilian legal advisers, Military targeteers and planners, Officers and those from Government or International organisations with a sound knowledge of either IHL or targeting operations. Academics and students with an interest in developing a deeper understanding of the subject area are also very welcome to attend. Given the relatively short length of the course, it is assumed participants will already have a sound knowledge of IHL principles and rules and be able to apply these in a practical context.

Aimed at commanders, legal advisors, and other staff officers, this course is must-have training for those who are involved in mission planning and the development of rules for using force during military operations.

International Humanitarian Law (IHL) places a duty on States to ensure knowledge of and respect for its implementation. This duty obliges States to ensure that all members of their armed forces are properly trained on IHL according to the requirements of the various levels of responsibility. IHL is a vast subject, requiring different approaches according to the specific circumstances.
The Course for Directors and Instructors of Training Programmes in IHL is designed for military officers, military lawyers and others responsible in planning IHL training and education programmes or those who are involved in writing doctrine, determining training requirements, curriculum development, the design of course modules and materials for IHL education within their armed forces (Directors) and military officers and military lawyers responsible for teaching IHL (Instructors).

Training in IHL for the military tends to focus on issues at the tactical level and individual compliance with the law. At the operational and strategic levels, the law has a significant impact on the planning and conduct of the full spectrum of military operations. This course will examine this in the context of the planning and execution at the operational level using operational planning and management doctrine to explore the themes. It will consider broader international law considerations which impact on operations as well as IHL.
