San Remo Manual: Update Process Launched at the Institute

First completed in 1994 after six years of expert work, the San Remo Manual remains a cornerstone of international law governing armed conflicts at sea. It has shaped naval doctrine worldwide and inspired countless military manuals.
This week, the Manual has entered a new phase. With renewed momentum and the guidance of a strengthened Steering Committee, including the Norwegian Red Cross, the ICRC, and the Sanremo Institute, the update process is now underway, aiming to reflect evolving naval operations, legal developments, and emerging challenges.
The first expert meeting is being held until Thursday, September 4th, at Villa Ormond in Sanremo, home to the Institute and the Manual, reaffirming the Institute’s central role in this landmark initiative.
